During the public-comment portion of the Comal ISD board meeting on Sept. 25, community member Kevin Samuelson said his wife, a speech-language pathologist at Garden Ridge Elementary, was pressured to alter medical documentation and was moved out of her office after reporting the incident.
Samuelson described the situation as an example of “personal courage,” quoting the phrase: “Personal courage means doing what is right regardless of the consequences.” He said the district offered his wife three options — resign, remain and be harassed, or transfer to two campuses at half pay — and that she chose to transfer to keep a grievance alive. Samuelson told the board that when services were moved to hallways, approximately 75 students were affected and parents had a legal right to be notified if Individualized Education Program (IEP) or Section 504 plan services were disrupted.
Samuelson asked whether the board had notified parents after learning of the alleged violations. The board did not respond during the public-comment segment, and no district action was recorded in open session related to the allegations during the meeting. The remarks were made as public comment; no formal grievance action or board investigation outcome was presented during open session.
