Hamilton County commissioners approved a capital appropriation (budget adjustment No. 39) on Sept. 25 to fund three items: the EMA 911 project, fall-protection work on the Hillcrest youth center roof and change orders arising from Hillcrest renovation inspections.
John Bruguet presented the item and said the appropriation consolidates previously planned revenue for the EMA 911 upgrade and transfers cash from completed project balances to fully fund the EMA 911 project. He said the Hillcrest additions include $300,000 for fall-protection measures that became necessary after a code change and several change orders discovered during building inspections. Bruguet told the board the Hillcrest project was advanced from the general fund and is anticipated to be fully reimbursed by Job and Family Services (JFS).
Commissioner discussion clarified that the "roof protection" is fall protection for workers and maintenance. The board voted to approve the appropriation as presented; the record shows consent motion and vote on the by-leave item authorizing the appropriation.
Why it matters: The appropriation finalizes funding for the EMA 911 project and resolves additional safety and inspection-driven costs at the Hillcrest campus. JFS reimbursement was cited as expected for the Hillcrest work, reducing net county capital exposure.
The appropriation was approved during the by-leave vote listed as "by leave number 1."
