Council approves expanded amortization for Palm Desert Community Center lease improvements

The City Council on Sept. 25 approved an amendment to Contract C39690, adjusting the amortization schedule for building improvements at the Palm Desert Community Center that the Desert Recreation District (DRD) is responsible for. Sean Muir, community services manager, told the council DRD's original estimate understated required work. Staff said the largest cost increases were caused by an expanded facility footprint that required additional foundation work and by public-rights-of-way and Americans with Disabilities Act (ADA) compliance work in the parking lot. Staff also reported previously concealed foundation damage found when walls were opened. DRD acknowledged the oversight in an attached letter, Muir said. The council moved and approved the amortization schedule amendment 5-0. Council member Quintanilla asked whether code or fire-marshal reviews could have caught the higher costs earlier; staff replied that DRD intended to request the additional funding earlier but did not convey the full scope to staff. The amendment formalizes the city's and DRD's financial responsibilities for completing the expanded work; the council did not change project scope on Sept. 25.
