Framing and Omission: Initial draft risked implying that the future land-use map automatically changes zoning; final text clarifies the map is advisory per LRS citation and must be used as the basis for rezoning decisions but is not itself regulatory.
Process clarity: Needed clearer steps for how applicant-initiated amendments move through administrative, commission and council levels; final revision uses the process as explained in the transcript and avoids inventing steps or roles.
