The Danvers Conservation Commission on Sept. 25 voted to issue a certificate of compliance for 30 Water Street (DEP file 14-1420) and separately granted a negative determination of applicability (RDA file 2025-04) that allows replacement of the property’s gas service.
Bill Manuel of Wetlands and Land Management, representing the 30 Water Street Trust and trustee Anthony Cerullo, told the commission the earlier order of conditions had been recorded but the proposed building addition was redirected and never constructed, so “no work has been started, and so, we're just asking you to close the project out.”
On the new gas-service request, Manuel described trenching through existing pavement to install an upgraded gas line to the kitchen: crews would excavate 3 to 5 feet, haul excavated material directly off site, backfill with sand and patch the pavement. He said the work is within previously developed riverfront area and falls under exemptions for work in parking lots and replacement of pre-1996 utilities, and that the applicants proposed straw-wattle erosion controls during excavation.
A commission member motioned to issue a negative determination of applicability with the commission’s standard conditions; the motion passed. The commission’s approval includes the usual erosion- and sediment-control conditions (for example, deployment of straw wattles/filter sock) and the expectation that the gas company’s environmental crew will follow through on its environmental protections during the utility work.
Separately, commissioners voted to issue the certificate of compliance that closes out the older order of conditions recorded at the registry of deeds; staff confirmed there is no constructed addition to inspect and that the file can be closed. The commission noted that if additional or different work is proposed in the future it must return for review under the Wetlands Protection Act and the town bylaw.
