Superintendent outlines recovery‑plan dashboard, enrollment and program updates

Superintendent Dr. Amina told the Chester Upland School District receivers meeting Sept. 25 that district leaders are developing both an internal and a public dashboard to track implementation of the district’s amended recovery plan. She said the receiver, chief recovery officer and she met with Duquesne City Schools to review monitoring dashboards, and the district’s IT team is building a version for staff and a forward‑facing version for the public.
“...we're currently working with our IT department to do two things. One, to develop an internal dashboard around the recovery plan, to update employees internally, but to also update the public,” Dr. Amina said during her presentation. She said until the public dashboard is ready, she will provide updates during superintendent reports at meetings.
Dr. Amina also provided program and operational updates: district enrollment was reported at about 3,300 students as of Sept. 22; the district will begin its 21st Century after‑school program with a registration deadline the next day; a Global Schools initiative supported by Governor Shapiro and the Global Air Quality Collaborative is planned as an after‑school middle‑school program with an anticipated start in November or December; and the Fresh Fruits and Vegetables program will start for preK–5.
Operational items noted included an accounting software upgrade affecting payables, payroll, HR and fund accounting with a test phase underway and a planned go‑live date of Nov. 1; a new high‑deductible insurance option for employees that begins Oct. 1; and IT’s recent completion of more than 560 help‑desk tickets in the past 30 days. The superintendent also highlighted partnerships with the Delaware County Intermediate Unit (DCIU) and other regional intermediate units to expand staff professional development and special‑education training opportunities.
Several family‑support and pupil‑services items were listed: 41 students were reported as displaced (McKinney‑Vento) as of the meeting date, up from 33 earlier; a student‑family‑staff survey was scheduled Sept. 29–Oct. 3; and a parent engagement workshop on special education was scheduled for Oct. 15 at Chester High School.
Why it matters: The recovery‑plan dashboard is intended to increase transparency about the district’s progress on improvement targets, and the accounting and personnel changes are operational elements of the recovery plan. Enrollment and McKinney‑Vento counts affect service delivery and resource planning.
What’s next: The district said the IT‑built dashboard will be posted publicly when ready and that the accounting upgrade is scheduled to go live Nov. 1.
