The board voted to publish notice and hold a public hearing on Wednesday, Oct. 7, 2025, at 11 a.m. at the Union County Courthouse on an application by Wildcat Solar 22 LLC, filed on behalf of property owner Barbara Tharhorn, to consider a partial solar energy facility under proposed Union County Ordinance 2025-02. The motion to set the hearing and publish the notice passed with recorded “yes” votes from Commissioner Harville, Commissioner Pitts, Commissioner Miller, Commissioner Bierstadt and Commissioner Gould.
Why it matters: A public hearing formally begins the county’s review process for the Wildcat Solar 22 LLC proposal and will allow residents to give input before any permit or ordinance action proceeds.

The board voted to approve a raffle license for Hansen’s Duck Inn LLC of Wolf Lake for an event scheduled Oct. 31; the motion passed with the same five affirmative votes. The board also took these procedural actions with unanimous recorded “yes” votes: approval of minutes from the Sept. 12 regular meeting, payment of bills, and a resolution appointing a trustee to the (as read in the record) “border will play fire protection district” for a term extending to September 2028.
Other business: Commissioners continued (tabled) work on proposed updates to Chapter 18 of the county code regarding food and sanitation and set the ordinance update for further review at a future meeting. A brief exchange about the county’s speaker system confirmed that it is included in the purchase price and will not add an extra charge to taxpayers. Commissioners also discussed outdoor burning; no county-wide burn ban was announced at the meeting.
