County approves increased amendments for early intervention providers amid rising caseloads

Cumberland County commissioners on Sept. 25 approved multiple amendments increasing contract amounts for early intervention providers after staff reported an increase in the number of consumers being served.
Miranda Melton presented the amendments, explaining the initial contracts for fiscal 2025–26 were based on claims submitted in the prior year; an increase in consumers since then required adjustments. The amendments approved included a $95,942 increase for Aspirations (occupational, physical and speech therapies and special instruction), $28,221 for ASL Services (American Sign Language interpretation), $31,554 for Building Blocks Therapy (therapy and special instruction), $11,960 for Kristi Musselman (special instruction), $55,798 for Early Intervention Specialists and $28,695 for Tummy Time Academy.
Commissioners moved and seconded approval; the motions carried by voice vote. Melton said the increases were driven by higher-than-anticipated enrollment and service delivery levels since the initial contract amounts were calculated.
