Group proposing 'The Shell' gets county agreement to help search for suitable site

A nonprofit-led proposal to create The Shell at St. Augustine — a mid-sized performing arts venue intended to support arts, culture and heritage organizations — received a positive reception from the Board of County Commissioners on April 15. Presenter Dr. Eric A. Becher outlined the project goals and organizers asked for county assistance in identifying a suitable site.
Commissioner Clay Murphy requested and received board consensus for staff to assist with the search for an appropriate project location. County Administrator Joy Andrews said staff would use available site-search tools and noted the upcoming Request for Proposals process for the World Golf Village site would not prevent development of the proposed Black History Museum or The Shell.
Public comments were overwhelmingly supportive, including representatives of local arts organizations and residents who emphasized the venue’s potential to increase tourism and enrich local cultural offerings. Speakers included local arts leaders and several residents who raised site and parking considerations.
The board did not vote on funding, zoning or lease terms at the meeting; the action recorded was a consensus direction for staff to help identify potential sites and to coordinate internally on next steps. The group will proceed with private fundraising and stakeholder outreach as described in the presentation.
