Board approves $2.29 million early-works change order for Silverleaf Fire Station No. 22 and Sheriff’s Operations Center

St. Johns County commissioners voted unanimously on April 15 to execute Change Order No. 01 with DiMare Construction Company for the Early Works portion of the Silverleaf Fire Station No. 22 and Sheriff’s Operations Center project at a cost of $2,288,800.
County staff told the board the Phase 1 Design-Build Agreement, previously approved on Dec. 17, 2024, did not include early-works services but allowed them by approved change order. The approved change order covers clearing, rough grading and other early-site work intended to expedite the project ahead of final design and construction.
Public commenters raised concerns about site design, the height of the building pad and potential off-site drainage impacts. Greg Caldwell, Public Works Director, responded to questions about buffers, drainage and guidelines, explaining project design would account for those standards.
After discussion, the board adopted Resolution No. 2025-131 authorizing the county administrator, or designee, to execute the change order for $2,288,800. The vote was 5-0. The motion and approval specifically authorized early works to commence under the terms negotiated in the Design-Build Agreement and the change order.
No subsequent amendment or contingency related to wetlands, utility routing or final GMP was recorded at the meeting; staff indicated further design and permitting work would continue as part of subsequent phases.
