At the Sept. 25 Dixon County School Board meeting, students asked trustees to modify the district'wide phone policy to allow use during lunch, breakfast and passing times so students can manage schedules, urgent messages and extracurricular coordination. Joshua Caldwell, a student, told the board the rule (referred to in meeting materials as HB0932) "prohibits device use during contractual times" and that the district'added language that "phones won't be turned on at all." He said students want the policy changed to allow phones during non‑instructional periods. "We are here because we would like to modify it to allow us to use our phones during lunch, breakfast, and in between the halls," Caldwell said. Matthew Sweat, who identified himself as manager of the district's esports teams, said the ban has hindered urgent communication among students, staff and parents. "Phones are used for calendars, checking grades, and managing responsibilities, and contacting parents during emergencies," Sweat said, recounting an incident when "more than half the student body did not have their phones on them during the emergency and cannot contact their parents." The students proposed three specific changes: allow phones during lunch, breakfast and passing times; permit teachers to grant exceptions for academic needs (including exams and showing media) and explicitly allow phone use during emergencies. Board members did not take action on the policy during the meeting; the comments were made during the public comment period.
