Xenia City Council on Sept. 25 received an introduction of Ordinance 2025‑26 to amend the official zoning map so properties on the north side of Jasper Avenue would be rezoned from B‑1 Convenience Business District to R‑1C Single‑Family Residential. The change is intended to permit single‑family homes and to remove nonconforming status for existing houses along the block.
City staff explained the proposal is tied to plans to sell two vacant, city‑owned lots at 1068 and 1088 Jasper Avenue to a private builder who intends to construct single‑family homes at the sites. Under the current B‑1 zoning, single‑family homes are not permitted on those lots; the south side of Jasper is already zoned R‑1C. Merriman told council the Planning and Zoning Commission held a required public hearing on Sept. 10 and voted unanimously to recommend approval to council.
The item was introduced by Councilman Crawford for future consideration; council did not take a final vote on the rezoning at the Sept. 25 meeting. Staff said the recommended rezoning aligns with the next plan’s land‑use recommendations and with surrounding residential uses.
