Plan Review Board approves Big Win relocation with machine limit tied to floor area

The City of Willowick Plan Review Board on Sept. 11 approved Big Win’s requested relocation to 31124 Vine Street and set a maximum of 30 gaming machines for the new site, consistent with the board’s interpretation of the local ordinance that ties permitted machine counts to floor area.
Chairman Brennan advised that Big Win sought to relocate from its current address at 259 Shoregate Mall to the Vine Street location. A representative for Big Win discussed the floor plan with the board. Chairman Brennan said the applicant had submitted for 45 machines, but under the ordinance and the site’s square footage the facility would be permitted 30 machines. The representative acknowledged he would consult the business owner about whether to accept the reduction, appeal the ordinance’s application or stay at the current larger site to retain a higher machine count.
A motion to approve the relocation with the 30-machine limit was made by Mr. McLaughlin and seconded by Mr. Lazor. Voting aye were Chairman Brennan, Chief Malovrh Jr., Mr. McLaughlin and Mr. Lazor; the motion carried.
Board members informed the applicant of the right to appeal the ordinance interpretation; no appeal was recorded in the minutes. The board did not record additional conditions beyond the machine-limit determination.
