School Committee member Michael Austin presented two policy proposals during the meeting: revisions to Policy KA (School Community Relations) intended to clarify how the committee solicits and uses community input, and a proposed update to AC (Nondiscrimination and Harassment) to expand definitions and grievance procedures.
Why it matters: Policies define how the committee solicits public input and how the district investigates discrimination and harassment complaints. Changes to either policy can alter formal rights, reporting procedures and district obligations.
Austin said the KA revision clarifies that advisory committees and residents with relevant experience should be encouraged to participate and that the committee and administration retain final decision‑making authority. He said the goal is improved transparency and stronger, more diverse advisory participation. Several committee members asked administration to provide a written recommendation about how the proposed KA language would affect administrative practice and to ensure the language does not unintentionally limit administrators’ authority.
On AC, Austin said the draft expands coverage to clarify discrimination, harassment, retaliation and grievance procedures; it explicitly lists protected characteristics (including homelessness as noted in the draft), and sets out complaint‑investigation roles and possible consequences for violations. Vice Chair Chisholm and other members asked for additional legal review; one committee member asked that the district counsel confirm the definitions and potential legal implications so the committee does not adopt language that is vague or legally problematic.
The committee took procedural votes to place both KA and AC on the table for deliberation: both motions passed and committee members said they will receive administration and counsel input before a formal vote in a subsequent meeting. School counsel was asked to review the nondiscrimination language and advise on whether definitions constrain administrators’ discretion or create unintended legal exposure.
Discussion versus decision: The meeting included discussion and procedural votes only; no policy was adopted. The committee agreed to deliberate both policies at a future meeting after receiving legal and administrative analyses.
Ending: Both proposed policy texts will remain available to the public on the district website; administration and legal counsel will provide written guidance to the committee prior to the deliberation meeting.
