Housing authority initiates Section 18 application process for Schwartz Robison property

The New Brunswick Housing Authority voted to initiate the Section 18 application process with the U.S. Department of Housing and Urban Development to pursue demolition and redevelopment of the Schwartz Robison site. The resolution directs staff and counsel to prepare the application but clarified the final submission will come back to the board for approval.
Housing authority staff said the application work is in the legal phase and described the choice before the authority as whether to spend local funds to “maintain the control of the project,” rather than pushing costs to a developer. “This we're in the legal portion of it. But, really, it's just about us whether or not we wanna spend the money to maintain the control of the project, and that's what it boils down to,” staff member Zach said during the report.
Commissioners asked about resolution language that referenced both “initiation of the application process” and “authorizing and approving submission.” Counsel, Alberto Camacho, explained the board was being asked to authorize initiation and preparation of an application; the final application will be returned to the board for approval before it is submitted to HUD.
The board voted in favor of initiating the Section 18 application. Commissioners present recorded their votes in roll call: Commissioner Medina Hernandez — yes; Commissioner Dunlap — yes; Commissioner Waldy — yes; Commissioner Blevins — yes; Chairman Wright — yes. Commissioner Georgiani was absent.
Staff said HUD approval would be required for demolition and disposition under Section 18 rules and that the board would review a completed application package before any submission.
