Conservator reports steady progress on governance, accountability and campus support

The state conservator, Dr. Barrera, reported on Sept. 10 that the district has made measurable progress on governance, financial accountability and instructional systems since the conservatorship began.

Barrera told trustees she compressed detailed spreadsheets into a summary report for the board and community, and she highlighted a recent workshop (Aug. 2) with the board, superintendent and cabinet that revised goals, the monitoring calendar and draft board operating procedures. She said the team plans to finalize operating procedures in October.

On business and finance (exit criteria 2), Barrera praised a recent across‑the‑board 4% salary increase and told the board that 22 activities are on track while six remain not yet started. On academics (exit criteria 3), she said the commissioner recommended focusing conservator activity on academics and described campus walkthroughs and coaching sessions in which district leaders and executive directors observe classrooms and debrief to calibrate instructional feedback.

Barrera said the district has completed six exit‑criteria activities, has 19 on track and has scheduled 55 not yet started; she emphasized that the work is planned over several years to achieve sustainable change. She said much of the district's recent improvements are driven by clarified roles, monitoring systems, and coaching structures.
