The Manchester Board of Water Commissioners voted Sept. 25 to award design services for Phase 2 of the Southern New Hampshire Regional Water Project to Weston & Sampson.
Commissioner Cornell moved the award and Commissioner Brown seconded it; the board approved the motion by voice vote. Staff told the board the work includes pipeline relays, pump upgrades at Coas and Oak Hill pump stations, and possible future pump station work near South Willow Street to provide redundancy between pressure zones. Staff said the state is funding the project and that ARPA‑eligible funds must be spent by October 2026.
Board members were told that design tasks will include relays for mains from Coas Avenue to Bardwell, design for several pump installations and related site work. Staff emphasized the need to move quickly on engineering contracts because of the ARPA spending timeline; final contract pricing and scope will be shared with the board when available.
The award affirms a prior phone poll and formalizes using grant funds for design; staff said additional funding will be sought for later construction phases.
