Council tables consent item No. 11 for one cycle after Alderman Kelly requests more information

On Sept. 24 the Davenport City Council voted 7–3 to table consent agenda item No. 11 for one cycle after Alderman Kelly said he had received “a lot of calls, emails, and text messages” requesting clarification on the item.

Alderman Kelly moved to pull item No. 11 from the consent agenda and stated he wanted the matter delayed for one cycle so council members could answer constituent questions. Alderman Burkholder seconded the motion after the mover clarified the tabling was for one future meeting cycle rather than indefinitely.

City staff conducted a roll-call vote on the motion to table. The recorded votes on the motion to table were: Reinartz — yes; Gripp — no; Lynch — yes; Burkholder — yes; Newton — yes; Kelly — yes; Bridal — yes; Jovgen — no; McGinnis — no; Anne Tiden — yes. The clerk announced the result as seven yeses and three noes and declared item No. 11 tabled for one cycle.

During the public-comment segment later in the meeting, resident Susan Menon identified herself as being in the Seventh Ward and attempted to thank Alderman Kelly for tabling “this resolution regarding the Total Wellness Center.” The mayor interrupted to note that issues already discussed on the agenda are not to be addressed again during the “other business” portion of public comment; Menon’s remark therefore did not reopen council debate on the item at this meeting.
