Board affirms minutes, approves nearly $985,000 in payments and awards two engineering contracts

The Manchester Board of Water Commissioners on Sept. 25 voted to accept minutes from its Aug. 28 meeting, approve monthly invoices and to authorize grant- and design-related contracts tied to lead service‑line inventory work and regional water system upgrades.
The board voted to accept the Aug. 28 minutes and to approve payment of monthly invoices, advance drafts and P‑card charges totaling $984,808.11. Commissioner Cornell seconded the invoice motion after it was moved on the floor; members verbally indicated approval and the chair declared the motion passed.
The board also approved acceptance of a New Hampshire Department of Environmental Services (DES) grant for $60,000 to support completion of the city’s service‑line inventory and authorized the director to execute grant documents. As part of that approval the board authorized using $10,000 of the DES grant to contract with Weston & Sampson to manage inventory tasks; that contract was presented as a task‑based subagreement and approved in the same motion. The motion to accept the grant and contract was moved by Commissioner Tremblay and seconded by Commissioner Brown; the board voted aye and the motion carried.
Separately, the board affirmed a prior phone poll and voted to award design services for the Southern New Hampshire Regional Water Project Phase 2 to Weston & Sampson. Commissioner Cornell moved the award, Commissioner Brown seconded and the motion passed on an affirmative voice vote. Staff said ARPA and other grant funds will pay the design costs.
The board also approved a motion to enter nonpublic session under RSA 91‑A:3 II (personnel and legal exemptions). The chair called for the motion, which passed on a voice vote.
All motions recorded at the meeting were approved by voice vote; the transcript records each outcome as "motion passed" or "aye" without a roll‑call tally of individual yes/no votes.
