Council approves six-month interim city administrator contract with MGT Impact Solutions, appoints Tim Gleason

The Davenport City Council on Sept. 24 adopted a resolution approving an employee-leasing agreement with MGT Impact Solutions and appointed Tim Gleason as interim city administrator for a six-month term ending May 3, 2026, with an option to renew.

City Administrator Max Hymer, who announced at the meeting that this would be his last council session, introduced Gleason in remarks earlier in the agenda and said he thought Gleason would “do a fantastic job” for the organization.

The council voted on the resolution by roll call and recorded an affirmative vote sufficient to approve the appointment. Alderwoman Newton and Alderman Kelly both noted they had opportunities to meet with Gleason before the vote; Newton thanked him for making time to visit with council members. There were no recorded objections during the roll call.

The resolution authorizes the city to lease an employee from MGT Impact Solutions (the company was named in the motion on the record) to serve as interim city administrator for up to six months, with an option to renew the agreement if necessary. City staff did not provide further budgetary detail on the leasing cost during the discussion recorded in the meeting.

Mayor Mike Madsen called for the roll on the resolution and the motion carried. The resolution as adopted directs that Gleason serve in the interim capacity under the terms of the employee-leasing agreement until the expiration date or any mutually agreed extension.
