Council asks AHAC to review accessory-dwelling survey; members discuss impact-fee waivers for affordable housing

At the Sept. 24 meeting Council Member Marcus Gambarro asked the Affordable Housing Advisory Committee (AHAC) to review a draft accessory dwelling unit (ADU) survey before the city presents it for final approval. Gambarro said the goal was to get AHAC's feedback "as a set of eyes" prior to final presentation.
Council discussion expanded to impact fees and whether waivers or other incentives could support new construction of affordable homes. Gambarro recommended the council review Flagler County's existing policies on impact-fee waivers for affordable housing as a potential model. One council member said they were "very hesitant" to cut impact fees but agreed to review county policies for informational purposes.
The council gave consensus to review the county policies and directed staff and AHAC to proceed with the survey review. No formal action to change impact fees was taken at the meeting; the discussion was recorded as guidance and a request for more information.
The item was raised during the council's matters-not-on-the-agenda time and will return for formal consideration if the council decides to pursue policy changes.
