CLEARWATER, Fla. — The Clearwater Municipal Code Enforcement Board on Sept. 24 found multiple code violations at 30 Island Drive and ordered the owners to remove a tarp from the roof and display address numbers on the building by Oct. 25 or face fines.
Inspector Daniel Casman presented case 92-25, telling the board he found a tarp remaining on the roof and that the property did not display the required address on the building itself. Casman said notices were sent beginning in May, with additional postings on July 25 and on the day of the hearing. "This was the date of the posting on the July 25. And then after that compliance date, they still haven't taken off the tarp," Casman said.
The board discussed why address numbers are enforced; a board member identified as Ward asked about the rarity of such violations and Casman explained the address requirement is enforced when inspectors encounter broader issues: "If there's a greater violation, like in this case, there's a tarp on the roof, there's obviously damage from the storms. If I happen to see that there's no address on the property, I put it in as a violation as well... It has to actually be displayed on the building itself," Casman said.
Action ordered The board voted to find the respondent in violation and entered an order requiring correction by Oct. 25, 2025. The order states that if the violations are not corrected the board may impose a fine of $150 per day for each violation and that unpaid fines and fees may lead to a city-initiated lien and collection/foreclosure actions after three months.
Context and next steps Casman told the board he had not been able to reach the property owners by phone and that utility service appeared to remain active. The inspector reported no permits were open for roof repairs. The board's order requires removal of the tarp and repair of roof damage as well as conspicuous display of address numbers on the building itself; compliance is required by Oct. 25.
