KOKOMO, Ind. — At its Sept. 24 meeting, the Board of Public Works and Safety approved fiscal-year 2025 Community Development Block Grant (CDBG) subrecipient agreements with six local nonprofit organizations to fund operations and a facility-improvement project.
The board approved agreements authorizing reimbursement-based payments to: Kokomo Urban Outreach ($13,000 for program services); Berry Early Childhood Education Center (BECEC) ($22,000 for personnel/operations); Bonavista Programs (operations, $20,000; and a separate facility-improvement project, $60,000 to purchase and install patio tables, benches, chairs, and a pavilion); Bridges Outreach ($5,000 for after-school programming); and Samaritan Caregivers ($10,000 to reimburse groceries and essential household items for Kokomo residents 65 and older). The board approved all agreements in a single motion and recorded the vote as carried.
Staff described each subrecipient’s program purpose on the record: Kokomo Urban Outreach aims to provide education and life-skills programming for eligible youth; BECEC provides early-childhood education services targeted to low- and very-low-income families; Bonavista’s facility-improvement project is intended to create an accessible outdoor pavilion and furnishings; Bridges Outreach will support after-school engagement for income-qualified students; and Samaritan Caregivers will reimburse groceries and essential household items and provide related services to older adults living independently in Kokomo.
All payments will be made on a reimbursement basis after subrecipients submit invoices and supporting documentation. The board’s action was limited to approving the subrecipient agreements and authorizing reimbursements under the CDBG allocations; no additional funding sources or contract terms were discussed on the public record.
