KOKOMO, Ind. — The Board of Public Works and Safety on Sept. 24 approved a certificate of completion issued by the Indiana Department of Environmental Management (IDEM) for voluntary remediation at the Kokomo Manufactured Gas Plant (MGP) site and authorized recording the document with the Howard County Recorder.
The item was presented by the city attorney’s office, which provided the board a copy of IDEM’s certificate of completion for the voluntary remediation conducted at the Kokomo MGP site. The presiding officer requested board approval to accept the certificate and to record the documents with the Howard County Recorder’s Office; a motion to approve the certificate and the recording was seconded and adopted with the board voting “Aye. Motion carries.”
On the record, the board’s action was limited to approving the certificate of completion and authorizing recording; the board did not describe further implementation steps, follow-up responsibilities, or any financial actions tied to the remediation on the meeting record.
The transcript identifies IDEM as the issuing agency and the Howard County Recorder as the recording authority. No additional statutory citations or consent decrees were discussed during the meeting.
The action formalizes the city’s acknowledgment of IDEM’s completion notice for the voluntary remediation at the Kokomo MGP site and places that notice in the county’s land records per the board motion.
