Council to consider restoring archery practice permits for private property in city code

City Attorney Gretchen Hoffman told the Fond du Lac City Council on Sept. 24 that staff will propose restoring an archery-practice permit to the municipal code to allow residents to apply to the police department for permission to practice on private property. "We would like to add that back into the code to allow them to apply to the police department, who then goes and checks to make sure it's safe," Hoffman said.
Hoffman said the city previously had an urban bow-hunting permit and that when state law changed the city removed the older provisions; during that cleanup the archery permit language was also removed. She told the council the state code is not explicit about archery practice permits and that reintroducing the permit would not violate state law.
Council members asked whether inspections would be required and whether the permits would be limited to larger lots. Hoffman confirmed an inspection would be a condition of issuance. Councilmember Mullen said he was "in favor" if sites are vetted; Councilmember Heisler asked for clarification and was told the proposed language would allow private-property practice subject to safety review.
Hoffman said staff will bring a draft ordinance back for the council's first meeting in October and invited public questions in the interim.
No vote was taken on Sept. 24; the item was introduced for future ordinance consideration.
