Project scope and emergency use: County officials described Building C as the site of the county’s hardened emergency operations center (EOC) and said work will connect emergency generators and improve resilience. Building B is planned as overnight shelter space with cots for emergency response use. County staff said the award follows replacement of a previous contractor and that Spa Glass has a local reputation for similar work.
Budget and procurement: Commissioners said the award falls within ARPA allocations for the project. The court voted unanimously to approve the contractor and move forward with the phased construction plan.
Next steps: The county will manage the contract through public works, coordinate generator hookups and pursue remaining funds or phases for B and D. Officials emphasized ongoing outreach to local stakeholders and that the project’s construction schedule will be reported as work progresses.
