Planning staff told the commission the site is a Planning Code "preference 1" location (publicly owned structure) and that a shadow study showed effectively negligible additional shadowing on adjacent Recreation and Park properties (George Christopher Playground and Glen Canyon Park). The Recreation and Park Commission had earlier recommended that the net new shadow would not be adverse. The project requires conditional-use authorization because the facility would exceed the 40-foot threshold of the zoning district.
