Finance committee approves bills, reviews net position and sales-tax receipts showing modest declines

On Sept. 24, 2025, the Diversion Authority Finance Committee approved bills totaling $353,113.36 and accepted the monthly finance report. Susan Thompson, finance director for the City of Fargo, presented the bills and the finance report, saying the bills covered typical legal and engineering costs and that the bills list represented receipts through Sept. 16. Thompson reported a total net position of $292,318,725 for the project and budget funds combined as of Aug. 31, 2025. Thompson and committee members also reviewed a newly included sales-tax report showing that Cass County sales-tax receipts were down 1.4% year over year and the City of Fargo’s receipts were down about 3.1% year over year. Thompson cautioned that sales-tax receipts can be affected by timing, refunds and remittances and recommended monitoring multi-month trends rather than single-month comparisons. The committee moved and approved the bills and the finance report by voice vote for the report and by roll call for the bills.
