TDA awards contracts for $990,000 USDOT innovative finance grant work in Greenwood master-plan area

Tulsa Development Authority staff explained that TDA received a U.S. Department of Transportation grant of $990,000 in November 2024 to be implemented over the next three years. The grant focuses on three TDA-owned sites (the Core, Greenwood Plaza and the Green Stitch) outlined in the Kirkpatrick Heights Greenwood Master Plan and funds planning and technical work to explore enhanced transit and development use cases.
The board approved three contracts connected to the grant: Tannell Spangler and Associates (TSW) for community engagement not to exceed $100,000; NEOO Development LLC for technical assistance not to exceed $220,000; and Hyatt Brown LLC for use-case financial advisory analysis not to exceed $299,827 (presented as up to $300,000). TDA staff said the grant-funded work could include evaluation of bus rapid transit, streetcar facilities and other concepts intended to increase site value and access to jobs, food and recreation.
TDA staff described the grant as supporting concept development aligned with the Kirkpatrick Heights Greenwood Master Plan and said the three contracts will provide public outreach, technical studies and financial use-case analyses to inform next steps. Commissioners approved the contracts in separate votes; staff indicated the grant will be implemented over three years and that the work will focus on maximizing value and connectivity for residents of the Greenwood master-plan area.
Next steps: contracted teams will begin community engagement, technical assistance and financial modeling described in the respective scopes of work. TDA staff indicated they expect ongoing updates to the board as the grant-funded activities proceed.
