State Sen. Joan B. Lovely filed legislation Jan. 14 that would require the Beverly retirement board to classify certain fire alarm operators and public safety telecommunicators, also called joint civilian dispatchers, in Group 2 of the state retirement system, effective upon the bill's passage.
The bill, filed in the Senate docket as No. 1876, says that "notwithstanding paragraph (g) of subdivision (2) of section 3 of chapter 32 of the General Laws or any other general or special law to the contrary, employees of the city of Beverly employed as fire alarm operators who were hired by the city on or before January 26, 2006, including those fire alarm operators hired on or before January 26, 2006, who thereafter transfer to the position of public safety telecommunicator, also known as joint civilian dispatcher, for the city of Beverly shall be classified by the Beverly retirement board in Group 2." The bill text states that it would take effect upon passage and notes "Local Approval Received."
The proposal is narrowly written. It applies only to employees of the city of Beverly who were hired on or before Jan. 26, 2006 and explicitly includes those who later transfer from the fire alarm operator role into the joint civilian dispatcher/public safety telecommunicator position. The bill cites a specific provision of state law to override the cited paragraph and subdivision of chapter 32 for the identified employees.
Senate No. 1876 was filed with the Senate docket on Jan. 14, 2025; the filing record also references similar matter filed in the previous session (House No. 4455 of 2023-2024). The text does not record legislative debate, committee referrals, votes, or any statements by the Beverly retirement board or city officials beyond the bill's notation that the mayor and city council approved the petition.
If enacted, the bill directs the Beverly retirement board to place the identified employees in Group 2. The bill itself states it would take effect upon passage; the transcript does not specify any implementation steps, cost estimates, or whether the retirement board has taken any preparatory action.
