District staff told the school board on Sept. 23 that the district received a proposed student-teacher affiliation agreement from the University of West Florida that would allow UWF candidates to complete internships, practicums and classroom observations in Flagler schools.
“Good afternoon, board. Superintendent Moore,” said Mister Joseph as he introduced the agreement and explained next steps for legal review. Board members asked whether the university or the district would be responsible for background checks; staff said interns must pass the district’s background-check process and that students typically pay for their own checks when required.
Why it matters: affiliation agreements are common mechanisms for teacher preparation and can serve as local pipelines for hiring. Board members asked how many interns are currently active and whether successful interns transition into district employment; staff said some apprenticeships and prior interns have been hired and offered to provide counts of active placements.
Details and next steps - Background checks: the MOU draft offered options. District staff said UWF candidates will undergo the district’s background-check process as required by law and that the universal system allows the district to accept prior clearances if within the district’s system timeframe. - MOU review process: staff will send the draft to the district attorney for review; the finalized MOU will return to the board for action when legal edits are complete. - Outreach and recruitment: staff noted other universities have contacted the district; staff will provide counts of currently active interns and apprentices and said the district has hired multiple apprentices in prior cycles.
Ending: the board received the draft MOU as informational; staff will return with a legally reviewed version and placement counts before seeking approval.
