District staff told the Flagler County School Board on Sept. 23 that 46 policies require revision primarily to align with recent Florida legislation and Neola model-language; the board also discussed one additional board-initiated language change addressing classroom displays and relations with special-interest groups.
“I have provided you some language to consider,” said Marcus Santolico, who presented the package of updates and described 47 total policies under review. The recommended changes cover background checks, mandatory training, required instruction areas such as CPR/AED, nondiscrimination language, charter-school provisions, and routine technical corrections tied to statute changes.
Why it matters: the advertised revisions touch many operational areas that affect students, staff and charter schools. Several statutory changes described by staff require the district to adopt updated language so internal practice and board policy align.
Highlights from the presentation - Legislative alignment: staff cited multiple statute-driven updates including additions for fentanyl awareness, human-trafficking reporting, AED/CPR requirements, and changes to background-check and educator-misconduct reporting timelines. - Student conduct and expulsions: the team discussed statutory language in Florida Statute 1006.13 that puts authority for extending expulsions on the superintendent after recommendations by a threat-management team; board members asked staff to add a statutory reference in the policy so families can find appeal remedies more easily. - Classroom displays and special-interest groups: one board member requested added language limiting non-curricular displays on classroom walls, doors and visible areas. Board members debated whether adding explicit language would duplicate or contradict existing professional-standards, employees’ code of conduct and curriculum oversight. One board member said the changes would reduce confusion; others said it risks micromanaging staff and could create enforcement burdens.
Board direction and next steps Board members agreed to advertise the statute-driven updates; the classroom-displays language will also be advertised after additional clarification. Staff committed to: add a specific statutory reference (Fla. Stat. 1006.13) where appropriate to guide families on remedies, confirm implementation procedures already in place for statutory deadlines, and return the advertised policy package for board adoption following the public-advertisement period.
Ending: The board scheduled the policy package for advertisement; final adoption will come at a later meeting after the required public-notice period and any edits recommended by staff and legal counsel are incorporated.
