Springdale — The Springdale City Council on Sept. 23 approved a conditional use permit for Homes for Halos LLC at 2350 North 40 Eighth Street to operate a memory‑care residential facility; the vote was recorded 8-0.
Sharon Traumberg explained the request: the property is currently a single-family home in a residential zoning district and has been used to house up to six individuals under residential care rules. Traumberg said the applicants are planning an addition; building department review is underway for plans that would expand capacity to as many as 14 beds. “Right now, they can, I think, hold up to 6 individuals, but they are planning and building department is reviewing some of the house plans that we have of adding on a wing and having up to 14 beds and patients there at that location,” Traumberg told the council.
Why it matters: the conditional use changes the allowable operations on a residential property to permit a residential care/memory-care facility with a larger capacity than the current occupancy. Traumberg also noted parking changes evaluated by staff: angled parking planned in early documents was replaced with parallel parking and ADA‑accessible spots; planning staff said residents are unlikely to have vehicles but visitors and staff will need spaces.
What the council did: After reading the resolution title and listing applicable conditions, a council member moved to approve the conditional use, a second was recorded, and the resolution passed 8-0.
Next steps: Building‑department plan review for the proposed addition and approval of permits will determine whether the facility can operate at the proposed 14‑bed capacity; staff will enforce any conditions included in the conditional‑use resolution.
