Council accepts EQ basin work, authorizes IDS permit submittal and approves agreement for 413 Middle Street carriage house

Council members addressed several sewer and wastewater items Wednesday, approving final actions related to a flow equalization (EQ) basin project, authorizing a wetlands/stream permit submittal and quoting for Kenwood Court repairs, and accepting an agreement governing the shared sewer connection at 413 Middle Street.
Drew Blaney said a tank supplier that was preselected through competitive bidding for the wastewater treatment plant flow EQ Basin project fulfilled its contractual obligations to supply design input and constructable plans; the engineer recommended acceptance of the plans so the supplier may receive payment. The council approved a motion to accept that work and permit payment.
For a separate location on Kenwood Court, staff said phase-1 repairs to provide overtopping protection for exposed sewer are within a jurisdictional waterway. The council authorized the town to submit an "IDM 401 nationwide permit" on the town’s behalf and authorized staff to solicit quotes for the Kenwood Court repair work.
Separately, the council reviewed a longstanding property configuration at 413 Middle Street, where a carriage house and main house share sewer connections across two lots. After utility committee review, council approved an agreement clarifying that if the carriage house lot is ever separated or sold, the new owner would be required to obtain its own sewer tap permit and pay applicable tap fees and any inspections or upgrades required by the town. Council approved the agreement and authorized staff to execute it with the property owners.
Utility motions 2, 4, 5, 6, 7 and 8 (as listed on the meeting packet) were moved by the utility representative and approved by council; the packet included motions related to the above items. The council also approved payment actions related to the wastewater work as recommended by staff.
