The Cooper City Commission approved two related actions: a contract to buy a new bucket truck from Altec Industries under the Sourcewell cooperative contract and a separate interlocal agreement to rent a bucket truck from Pembroke Pines when extra capacity is needed.
City staff recommended a purchase because the municipality's existing bucket truck is 35 years old, though commissioners debated buying new equipment versus renting or buying used. The purchase resolution authorizes the city manager to execute a contract under Sourcewell contract number 110421 with Altec Industries for a bucket truck priced at $238,880 for the current contract term.
Separately, the commission approved an agreement with the City of Pembroke Pines to rent a bucket truck for $1,300 per day, including the driver and insurance, up to 30 nonconsecutive days per year. The city manager described the arrangement as a contingency and mutual-aid measure: “even if we buy the new bucket truck, I still think that having an agreement with adjacent city to have an additional resource is always good,” he said.
Commissioner Mallozzi criticized the rental terms during debate, saying, “At $1,300 for 30 days is $40,000 that I'm not using towards my own equipment,” and arguing a new truck would be a better long-term investment. Other commissioners noted local rental options were either too expensive or unavailable for the height and specifications the city needs. The city manager told the commission the new truck could be delivered in about 60 days.
Votes: the commission adopted the interlocal rental agreement and separately approved the purchase resolution. The motion and votes were recorded on each resolution; the purchase resolution passed with at least one “no” vote recorded during roll call.
Next steps: procurement staff will finalize purchase documents and arrange delivery; the interlocal rental agreement will be executed to provide on-demand access to an additional bucket truck when required.
