Dwayne Hoskins, interim deputy director of Development Services, and staff reported that the Planning Commission had a split vote on the zoning text amendment ZTA25‑01; the remaining recommendation to council addressed digital billboard provisions. The amendment updates UDC Section 35.4.0.31 (site signs) to set enforceable standards and clarify the number, placement and frontage requirements for digital billboards specifically along Loop 303.
Key points presented by staff: PADs approved before Dec. 31, 2023, are permitted one digital billboard along the corridor; administrative review is available for PADs that do not meet frontage requirements; the amendment does not change billboard regulations for designated scenic corridors or along Loop 101.
One speaker at the planning commission expressed support for the amendment, and staff confirmed public involvement requirements were met. Council Member Lupe Conchas explained her aye vote, saying she dislikes billboards generally but would vote in favor. The council voted by roll call; recorded votes were all ayes and the ordinance carried.
The ordinance clarifies code language and provides staff with enforceable standards for digital billboards along a specified corridor; other sign regulations remain unaffected.
