The Glendale City Council on Sept. 23 approved Ordinance O25‑41 to rezone approximately 6 acres at the northeast corner of North Citrus Road and West Olive Avenue from C‑1 neighborhood commercial district to Planned Area Development (PAD).
Senior planner Phil Martinez presented the staff report, saying the PAD request is consistent with the general commercial designation in the city’s general plan and that the PAD proposes standards compatible with nearby residential communities. Martinez said the rezoning would strengthen the economic viability of the parcel and enhance the surrounding area.
The parcel sits in a commercial node where arterial roads intersect; surrounding properties include county commercial zoning and residential communities. The applicant, Paul Gilbert, was available to answer council questions. No council questions were raised during the staff presentation.
Council Member Milner moved to approve the ordinance; Council Member Leandro Baldenegro seconded. The council proceeded to a roll-call vote and recorded ayes from the members present. The motion carried and the ordinance will be recorded as required.
Staff noted the PAD does not require concurrent changes to the general plan and that public-notice requirements for the rezoning were satisfied.
