District staff presents proposed budget, projects roughly $2 million education fund shortfall

Murfreesboro Unit District 186 — District staff presented the proposed budget and held a public budget hearing during a board meeting; staff said the education (operating) fund shows a projected deficit of about $2 million but that the district entered the year with several million dollars in reserve.

The presentation matters because the education fund pays the bulk of classroom salaries and programs; a sustained pattern of deficit spending could force future cuts or changes to the district’s spending plan. District staff said the budget on display reflects current estimates and that other one-time funds have helped the district maintain healthy overall reserves.

A district staff member identified in the meeting as the budget presenter said, “the budget's been on display since August 19, the last board meeting, and I have not received any questions, at this point regarding the budget.” The presenter later summarized line-item work and said, “we're projecting to deficit spend 2,000,000 in the ad fund,” referring to the district’s education/aggregate operating fund.

Staff told the board the district began the year with more than $8 million in fund balances and, if current projections hold, would end the year with a balance just under $6.8 million in the education fund. The presenter said the projection could change during the year and cited district experience and statewide trends: other districts also are projecting deficits while relying on larger prior reserves or one-time federal grants.

The presenter described several factors behind the figures: COVID-era ESSER (Elementary and Secondary School Emergency Relief) grants previously boosted fund balances; variability in transportation payments (the district typically receives four payments a year but received five last year) affects cash flow; and certain capital projects — notably a gymnasium project and a high school dust-collection system funded from health, life and safety dollars — will carry pay orders that could extend into July. The presentation said the budget includes planned issuance of debt certificates to complete financing for the gymnasium project.

Staff also reported recent grant news: the district received its Title II allocation, which the presenter estimated at about $95,000 and said would cover roughly two-and-a-half teachers' salaries previously budgeted without an allocation. The presenter noted Title I school improvement funding was substantially larger in the prior year (about $600,000) and that this year’s award will be significantly smaller.

Board members who spoke praised the clarity of the fund breakdowns and the presenter’s conservative budgeting approach. One board member told the presenter they had compared prior proposed budgets with audited year-end results and commended the accuracy of prior estimates. No members of the public spoke during the hearing.

Formal meeting actions related to the hearing were limited. The board voted to approve the meeting agenda at the start of the session and later moved and seconded a motion to adjourn the budget hearing; both motions carried by voice vote. The meeting record shows the budget was presented and the public hearing opened and closed, but no formal vote to adopt the budget was taken during the hearing.
