City staff asked the council to rescind a previously approved memorandum of understanding with University of Arizona SNAP‑Ed and to authorize a new MOU with Cultivate Cochise to continue the city’s youth council activities.
According to the staff report presented by Mrs. Wilson, the mayor and council originally approved dissolving the youth commission in February and approved an MOU with U of A SNAP‑Ed on June 26 to formalize a partnership. Wilson said U of A SNAP‑Ed could not execute the MOU because the program lost federal funding support and lacked the financial ability to carry out the agreed functions. City staff then negotiated a new draft MOU with Cultivate Cochise, a registered 501(c)(3), and Dimitri Simonton of Cultivate Cochise was present at the meeting.
Under the proposed MOU staff placed in council packets, the city would support the youth council by providing marketing, transportation to and from the Arizona League of Cities annual conference and the National League of Cities conference, up to $2,000 per year to pay for up to five participants to attend both the Arizona and National League of Cities conferences, use of city vehicles, liability insurance for those activities and use of city facilities at no cost for youth council activities and fundraising that directly supports the youth council’s mission. Cultivate Cochise would provide quarterly reports to the mayor and council, in-person briefings and oversight and guidance for youth participants.
Staff identified two resolutions in the packet: rescinding the previously approved U of A SNAP‑Ed MOU (resolution 2025076) and establishing the MOU with Cultivate Cochise (resolution 2025077). Wilson said adoption of the proposed resolutions would allow the city to continue the youth council with a local partner in place of U of A SNAP‑Ed.
Council members and staff thanked Cultivate Cochise for stepping in. When asked whether SNAP‑Ed provided money, staff said SNAP‑Ed’s prior role was to provide in-kind support—food, drinks and materials for meetings—rather than direct funding. Wilson confirmed Cultivate Cochise would provide similar practical support under the proposed agreement.
Next steps: staff asked council to approve the resolutions to rescind the prior MOU and execute the new MOU with Cultivate Cochise; no formal council vote was recorded during the work session.
