Conroe ISD SHAC selects two parent co-chairs and names parent secretary

Conroe Independent School District’s School Health Advisory Council elected parents Ryan Sam Morris and Steven Powell as co-chairs and appointed Passion Davis as parent secretary at a meeting where members also reviewed officer duties from the council bylaws. The votes and nominations took place during the council’s organizational business and followed the procedures described in the SHAC bylaws.

The SHAC’s role in advising the district on health education and related matters is codified in state law and in the council’s bylaws; the chair and secretary positions must be parent members. The council reviewed the chair and secretary responsibilities, which include drafting an annual report to the school board, overseeing subcommittees, maintaining attendance and meeting records and coordinating with district staff to store statutory records.

Chris Povich, an administrator at the district central office and SHAC coordinator, read the relevant bylaws language aloud as part of the nominations process and supervised nominations from the floor. Erin Miller nominated Ryan Sam Morris; Steven Powell was nominated by another member and both accepted the nominations. After discussion, a motion to allow co-chairs was put to the membership and passed by voice vote. The membership then congratulated both parents.

Passion Davis was the lone nominee for parent secretary and was confirmed without a contest; members thanked Davis for accepting the role. Povich noted that, while bylaws allow co-chairs, the bylaws do not provide for a co-secretary position and read the secretary responsibilities from the bylaws during the meeting.

The newly elected officers will assume duties that include ensuring the annual SHAC report is submitted to the Conroe ISD board, overseeing subcommittee activity, and working with district staff to maintain public records and minutes. Members were reminded that official SHAC records will be retained on a district shared drive to satisfy statutory requirements.

The council used ballots for some of the nomination steps and voice votes for others; members adopted Robert’s Rules of Order to govern nominations and elections. The meeting closed its officer-selection business and moved on to subcommittee organization and agenda planning.

The appointment of parent officers positions the SHAC to begin subcommittee work on curriculum, wellness, and other health-related items that the council advises the district about.
