The City of Miami Gardens City Council on Sept. 24 approved the fiscal year 2026 Community Redevelopment Agency budget and voted on procedural changes and several councilmember-funded community allocations.
Council action and votes at the meeting included:
- Approval of the FY2026 Miami Gardens Community Redevelopment Agency budget (resolution 13.1). The council approved the measure by voice/roll call; the clerk recorded the motion as passing 6–0. Council members voting yes included Michelle Powell, Katrina Wilson, Linda Julian, Vice Mayor Robert Stevens, Reggie Leon and Mayor Rodney Harris.
- First reading of an ordinance to amend the council’s order of business (moving routine reports to the end of the meeting). The ordinance, sponsored by Councilman Reggie Leon, passed on first reading in a 4–2 roll call. The clerk recorded yes votes from Leon, Powell, Julian and Mayor Harris; Councilwoman Katrina Wilson and Vice Mayor Stevens voted no. The item will return for second reading per the City’s ordinance process.
- Approval of councilmember special-event/community benefit allocations under resolutions on the consent/regular agenda: Vice Mayor Robert Stevens’ allocation of up to $13,000.08 to support community initiatives (item 13.2) and Councilwoman Katrina Wilson’s allocations of $20,000 (item 13.3) and $3,505,140 (item 13.4) from her accounts for local nonprofits, school programs and community events. Each allocation was moved, seconded and approved on the council floor; roll-call tallies were not recorded in detail in the public portion of the transcript.
The meeting also approved the consent agenda in its entirety without recorded opposition.
Why it matters: The CRA budget sets priorities for redevelopment spending and capital projects in the redevelopment area. The ordinance on the order of business changes when council and charter officer reports appear in the meeting agenda, which council members said affects how much time they have for discussion.
What the ordinance vote means: The council approved the procedural change on first reading; because that vote was on first reading the measure requires a second reading (and likely adoption) at a future meeting before it becomes final.
