The Clarksville-Montgomery County Board of Education reviewed Executive Limitation 11, the district policy governing capital projects, and accepted the monitoring report.
Dr. Blair Ford presented the executive limitation overview, which explains how the district prioritizes capital work based on needs analysis, safety, educational needs, environmental impact and facility longevity. The report said projects estimated over $50,000 go to public bid and that new-school construction or major renovations estimated greater than $2,000,000 are brought to the board for final approval of staff recommendations for an architect.
The board moved to accept the executive limitation monitoring report; the motion passed unanimously, 6–0. The presentation also described long-range planning steps: land purchases are recommended to the county commission, planning commission and joint land acquisition committee; leadership teams monitor ongoing construction; and the district maintains a 20-year construction schedule based on enrollment projections.
Board members asked follow-up questions about prioritization and reporting cadence; staff noted quarterly construction reports and updates to the board and county commission. The vote acknowledged the district’s compliance expectations and processes for bidding and architect selection.
