The Pasadena Independent School District Board of Trustees on Sept. 23 approved two policy revisions recommended by the Texas Association of School Boards (TASB): a revision to BDAA (board officers and officials) that removes a sentence stating a board may assign a district employee to provide clerical assistance, and an update to FDE (student transfers for safety/discipline) that explicitly includes bullying among offenses that allow parents to request a transfer under Texas Education Agency guidance.
Sandra Garcia Hune, the district's general counsel, told trustees the BDAA local change reflects that the superintendent, not the board, assigns and manages staff. "The reason for the removal is that the superintendent, rather than the board, manages staff assignments, including providing support to the board," Garcia Hune said.
On FDE local, Garcia Hune said the revision adds "the offense of bullying" to align Pasadena ISD policy with TEA's Unsafe School Choice Option Guidance Handbook and Chapter 37 of the Texas Education Code. She explained that the change allows a parent of a student who is the victim of a qualifying violent offense, now specifically including bullying, to request a transfer to another campus.
Board members asked whether the change covers cyberbullying and off-campus incidents; Garcia Hune and a district administrator confirmed that the guidance encompasses school-related, school-sponsored, on-campus and off-campus offenses, and that cyberbullying would be reported and treated under the bullying designation. District staff also noted reporting requirements for PEIMS codes connected to these incidents.
The board later voted to adopt the revisions during the meeting's policy section; motions to approve passed without recorded opposition. Trustees said the changes are primarily alignment and compliance actions rather than new operational policies.
