Park City Council on Sept. 23 approved an amendment to section 5‑1106 of the municipal code to streamline licensing of private security agencies and reduce the information required from corporate applicants.
Staff said the 2024 regulatory ordinance mirrored Wichita’s rules but that parts of the information collection—specifically dates of birth, Social Security numbers and residential addresses for partners, officers and directors—proved burdensome and unnecessary for routine licensing. The amendment retains the requirement to provide full names of partners, officers, directors and associates but removes the requirement to supply date of birth, Social Security number and residential address on the licensing application.
Staff also explained that subsection h, which previously required background investigations for all such persons, is being revised to make background checks discretionary and dependent on the chief of police’s determination. The police department retains the right to conduct investigations where it deems appropriate.
Councilmember Jim Schrader moved to approve the ordinance amending section 5‑1106; Charlie Davidson seconded. The motion passed by roll call, 7–0.
Staff said the revision reduces administrative burden on applicants while preserving public‑safety oversight through discretionary background checks by the police chief.
