Council adopts irrigation limits tied to Wichita rules: odd/even schedule, daytime ban

Park City adopted an ordinance on Sept. 23 that restricts use of city-supplied water for irrigation, aligning Park City rules with measures the city receives under its contract with the city of Wichita. City attorney Doug explained the measure mirrors Wichita’s actions: an odd/even watering schedule that allows three assigned days per week, prohibits watering on Mondays and bars irrigation between 10 a.m. and 6 p.m. Doug said the ordinance is written as a permanent code amendment because Wichita appears to be making the restriction long-term and the city needs an enforceable code with penalties. The ordinance includes a provision allowing the city to adopt administrative policies addressing special circumstances such as reseeding lawns or installing sod, trees and ornamental plantings. Councilmember Charlie Davidson asked whether well water users need paperwork or signage; Doug said the ordinance applies only to city water and that, in practice, code enforcement or staff would verify a well claim when complaints arise. Councilmember Charlie Davidson moved to approve Ordinance 12/22/2025 creating section 15-7-10 of the municipal code; Councilmember Jim Schrader seconded. The roll call vote was unanimous and the ordinance was adopted.
