Commissioners approve four-year reassessment contract with Vision (ARC) for $208,750

The Adams County Board of Commissioners voted to accept a four-year reassessment contract with Vision (formerly Appraisal Research/Appraisal Research Corporation) for $208,750. The county’s assessor presented the single responsive bid and recommended the award at the meeting.

Mary, the county assessor, told commissioners the contract covers the reassessment cycle, including data collection, trending and data entry for commercial and new construction properties. She said the vendor has conducted work in the county for roughly 20 years under earlier company names and that the county will stop purchasing street-level photos because oblique imagery will be used instead; the vendor will perform the next flyover and provide data for the assessor’s office.

The contract price of $208,750 covers the full cycle (the assessor characterized it as a four-year cycle). Commissioners asked clarifying questions about invoicing and a 10% retainage provision; the assessor said invoices will be submitted monthly and that the contract holds 10% retainage as a performance safeguard. Staff also described the appeals process: the vendor’s staff will assist with informal appeal reviews in the assessor’s office, and unresolved appeals can move to the local board of tax adjustment and onward to the state if necessary.

A motion to accept the Vision proposal passed unanimously. The assessor and vendor representatives signed contract copies during the meeting.

The board did not adopt additional policy changes tied to reassessment at the meeting; future changes to implementation or schedule will be coordinated by the assessor’s office.
