County backs planning grant for Berthoud Pass, state trails crew request and another PILT letter to federal delegation

Grand County commissioners authorized staff to sign letters of support for two grant applications and approved sending another letter to Colorado's federal delegation urging continued funding for PILT (Payment in Lieu of Taxes) and SRS. HCA Director Miriam McLean described a proposed $45,000 planning grant application to Colorado Parks and Wildlife to study Berthoud Pass as a trailhead and recreation destination and to identify infrastructure, signage and potential coordination with CDOT and Forest Service ranger districts; the request is for planning only and does not authorize construction. The board also approved a request to apply for third-year state trails funding to help fund a trail crew, and commissioners authorized signatures on both letters. Assistant manager Micah Vincent moved to authorize board signatures on a separate letter to Senators John Hickenlooper and Michael Bennet and Representative Joe Neguse requesting support for PILT/SRS funding. Commissioners also authorized stamping the signature of an absent commissioner (Commissioner George) on the grant letters, noting he had previously authorized the signoff by email. Staff said they would seek partner commitments and contractor support for the planning work and trail crew grant.
