Separately, Bell presented a recommended increase to the county—s capitalization threshold from the current $5,000 to $10,000 to take effect next calendar year and said the change would align the county with federal uniform guidance and adjust for inflation. Later in the discussion, a speaker referring to legal advice said the board should rescind the immediate motion and instead direct staff and legal counsel to develop a formal capitalization policy before adopting the threshold change.
