Board approves agreements, grants and capital projects: AFSCME contract, revolving loan, HVAC replacement and siren repairs among actions

Labor agreement: The board authorized execution of a collective-bargaining agreement with American Federation of State, County and Municipal Employees (AFSCME), Illinois Council 31 Local 473 covering employees in the Winnebago County Circuit Clerk's Office. The resolution was moved by County Board member Butita and seconded by Mr. Penny and approved by voice vote with no recorded opposition.
Minutes and consent items: The board approved the minutes of Aug. 14 and moved to lay over the Sept. 4 minutes after a motion by Mr. De La Trinidad and a second by Mr. Hoffman. The consent agenda, which included the raffle report and the auditors' report, was approved on a motion by Mr. Booker and second by Dr. Thompson.
Revolving loan: The Economic Development Committee's resolution to authorize the county board chairman to execute documents to complete a $50,000 loan from the county's revolving loan fund to Meadows of Durand LLC (Meadows) was adopted on a motion by John Sweeney and second by Lindmark.
Capital and maintenance projects: The Operations and Administrative Committee reported approval of a $98,230 replacement for a third-floor air handler serving adult probation, funded from CIP 2026 and under budget by $21,770. The committee also approved a second-phase repair contract for outdoor warning sirens countywide; staff said completion of this phase should bring the siren array to full functionality and that ongoing maintenance will follow.
Grants and awards: The Public Safety and Judiciary Committee reported acceptance of a $12,000 award from the Illinois Arts Council with no county match required. The committee also authorized the county chairman to execute an agreement with the state of Illinois and the attorney general to participate in the Organized Retail Crime grant program; both measures were adopted by the board.
Board members praised first responders and county staff for work on recent incidents and for efforts to complete maintenance and grant work. The board recorded approvals by voice vote with chairs directing members to "cast yes for all members present" for several routine items; specific roll-call tallies were provided only where recorded in committee or for contested items elsewhere on the agenda.
