County awards road-materials and emulsion bids; approves local pick-up and alternate vendors

Hardin County Commissioners Court on Sept. 23 reviewed results of a Sept. 10 bid opening for road materials and emulsions and approved awarding multiple vendors for materials and delivery options to ensure availability and local responsiveness.
Purchasing agent Miss Sims presented the bid tabulation covering aggregates, limestone, crushed concrete, stabilized sands and several emulsified-asphalt products. The court approved awards that included both plant pickup prices and delivered prices and agreed to award more than one vendor in categories where county staff requested alternates to avoid supply or quality problems.
Vendors named during the presentation included Vulcan Materials, Texas Materials, Waller County Asphalt, Modern Concrete Materials, CAT Construction, Martin Marietta, Cleveland Asphalt and others. Commissioners and staff discussed local pickup for some products (to avoid long hauls) and approved awarding a local supplier in certain categories to maintain quick access for road crews.
The court also requested verification of specifications for one line (concrete stabilized sand) to confirm a vendor’s compliance with the bid’s required mix (the five-sack specification cited in the bid packet) and asked staff to return to the court if the specification could not be confirmed in writing. One commissioner noted concerns about the quality or clumping of a particular coal-mix product and asked that the county retain alternatives.
The motion to accept the bid results and proceed with the recommended awards passed unanimously. No single-source contracts were signed at the meeting; staff was authorized to proceed based on the awarded vendors and the alternate/delivery arrangements approved by the court.
